Primark looking at Livingston if council HQ sale goes ahead
BUDGET fashion retailer Primark could be on its way to Livingston if the sale of the former council headquarters goes ahead.
Talks are at an advanced stage to sell off West Lothian House next to The Centre, but a decision on its sale was postponed at a council executive meeting on Tuesday until 23 February.
Council officials are trying to thrash out the sale of the building for 3 million to Land Securities, which owns The Centre next door, but further discussions are needed.
It is hoped a deal will be done by the end of March.
The arrival of the fashion chain would be a massive boost for West Lothian with the creation of jobs and another major name in The Centre, which has seen an increase of three million shoppers since the 130 million Elements extension was built in October 2008.
Council leader Peter Johnston said: "Nothing has been confirmed as yet, but it's great news that yet another high-profile retailer is looking at moving to West Lothian.
"Livingston has established itself as one of the top shopping destinations in Scotland, and already boasts a great selection of shops and restaurants.
"It's a vote of confidence in West Lothian that Livingston is attracting the attention of yet another of the top high street names, in addition to the many who are already here.
"A large new retail development would generate new jobs and bring new shoppers to the area, which can only be of benefit to the whole of West Lothian."
Fans of the retailer have petitioned on Bebo and Facebook for a store to open in Edinburgh as Scotland's capital is one of the few major UK cities without one, and devotees have to travel to Dunfermline and Glasgow to root through its low-price fashion ranges.
Katherine Armstead, portfolio manager, Land Securities, said: "I can confirm Land Securities is in ongoing discussions in regard to the purchase of West Lothian House. We hope to announce more details in the near future."
The value of West Lothian House has decreased by 1.26 million due to the recession since a preliminary deal between the council and Land Securities was agreed in April 2008.
The original figure was thought to be above the site's market value in an open market sale as Land Securities was the adjoining owner.
One condition of the sale will hinge on the company securing Primark as the occupier of the site.
